AMENDMENT NO. FOUR TO CONTRACT K-1617-114:  BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND PDG, L.L.C., D/B/A PLANNING DESIGN GROUP, INCREASING THE CONTRACT AMOUNT BY $70,000 FOR A REVISED CONTRACT AMOUNT OF $1,697,650 TO PROVIDE ADDITIONAL PROFESSIONAL ARCHITECTURAL DESIGN SERVICES FOR THE GRIFFIN PARK SPORTS COMPLEX.

BACKGROUND: On March 14, 2017, the Norman Municipal Authority approved Contract K-1617-114 with PDG, LLC, d/b/a Planning Design Group, in the amount of $761,000 for Professional Architectural Design Services for the Griffin Park Sports Complex.

 

On August 27, 2019, the Norman Municipal Authority approved Amendment No. 1 to Contract K-1617-114 with PDG, LLC, in the amount of $430,280 for additional Professional Architectural Design Services to add the City Park Maintenance Facility and Transit/Fire Maintenance Facility to the existing contract for the Griffin Park Sports Complex.

 

On November 12, 2019, the Norman Municipal Authority approved Amendment No. 2 to Contract K-1617-114 in the amount of $120,000 for additional Professional Architectural Design Services to add bidding services and construction administration services for Griffin Park to the contract for work at the Griffin Park Sports Complex.

 

On April 14, 2020, the Norman Municipal Authority approved Amendment No. 3 to Contract K-1617-114 in the amount of $316,370 for additional Professional Architectural Design Services to provide for an increased project scope and to add bidding services and construction administration services for the City Park Maintenance Facility and Transit/Fire Maintenance Facility to the existing contract for the Griffin Park Sports Complex.

 

DISCUSSION:  As construction phases move forward for the Griffin Park Project, it is now appropriate to add additional scope to the PDG contract which was not covered in the original work.

 

PDG has proposed additional design fees of $70,000 (see Contract Amendment No. 4) to provide additional services for the Griffin Park Sports Complex Project. The current design contract with PDG is in the amount of $1,627,650.  If approved, the revised design contract amount will be $1,697,650. A summarized Scope of Services from Amendment No. 4 includes schematic design documents for a +/-100,000 square foot Indoor Soccer facility with offices, training areas, restrooms, concession areas, storage space, and associated items.  The design will include a pre-engineered metal building with very limited conventional steel framing. The training area is anticipated to be heated and ventilated, but not air conditioned. The support areas will be fully air conditioned.

 

Also, a revised Site Plan will be provided that incorporates the Indoor Facility and modifications to the parking, plazas, fields, and associated items.  This will include revisions, if needed, to the accompanying site elements, such as pavement, fencing, site lighting and other components.

 

Lastly, a schematic design budget will be completed via this amendment for the Indoor Facility and Griffin Park Soccer Complex.  This will include a detailed budget of the revised Indoor Facility, revised site improvements, and associated items. 

 

Following recent Council discussions; approving this amendment will provide for the completion of the schematic design phase for the increased scope of work at the Griffin Soccer Complex, as per the recommendation of the Griffin Ad Hoc Group. Staff has reconfirmed with the Griffin Ad Hoc Group that their recommendation for this project is for a full size indoor soccer field.  Completing these plans will keep the project moving forward in a timely fashion and allow for continued progress should an election for supplemental funding be successful. Should supplemental funding not be acquired, the completed schematic design plans will be held until such time as dedicated funding can be approved and the site of the Indoor Soccer Facility will be used for parking and open space. A bond election analysis provided by ADG, the Norman Forward Project Manager, is attached for additional information.

 

Funds are available in Norman Forward Fund, Griffin Park Sports Complex, Design (account 51796639-46201; project NFB001) to cover Amendment No. 4 of the design contract.

 

RECOMMENDATION Staff recommends approval of Amendment No. 4 to Contract K-1617-114 with PDG, LLC in the amount of $70,000 for Professional Architectural Design Services for the Griffin Park Sports Complex and related facilities.
