AUTHORIZATION FOR THE PURCHASE OF ONE (1) FORK LIFT AND ASSOCIATED EQUIPMENT AND WARRANTY FROM CROWN LIFT TRUCKS IN THE AMOUNT OF $41,751.80 FOR THE PROPOSED HOUSEHOLD HAZARDOUS WASTE FACILITY TO BE USED TO MOVE AND HANDLE MATERIALS WITHIN THE PROPOSED FACILITY AND BUDGET APPROPRIATION FROM THE SANITATION FUND BALANCE.

 

Body

BACKGROUND:  The new household hazardous waste facility will provide a safe, year-round disposal option for our citizens that is environmentally friendly.  The current operation is an annual collection event where citizens can dispose of approved wastes that have been accumulated throughout the year.  The new facility will not require citizens to store wastes throughout the year if not needed.  Additionally, this facility will eliminate the need for the annual collection event which cost approximately $102,000 in 2018.

 

The proposed facility is currently under design by Studio Architecture under Contract K-1920-15.  Equipment will be necessary to efficiently move, load, and dispose of materials collected at the facility.  As part of this program, a grant (K-1920-77) was received from the Oklahoma Department of Environmental Quality for purchase of these materials including the purchase of a fork lift.

 

DESCRIPTION: The fork lift proposed for the facility is an electric fork lift with specific tires to allow for indoor and outdoor use.  The electric fork lift will have a smaller carbon footprint with no emissions compared to a fork lift powered by propane.  The indoor/outdoor tires will also allow for the unit to be utilized at other locations and outdoors, compared to smooth rubber tires. 

 

Three quotes were obtained for the fork lift.  The Capitol Lift Truck, Inc. quote was eliminated for not complying with the specifications for indoor/outdoor tires meeting requirements to drive on gravel surfaces.  The vendor and their quoted price are listed below:

 

1.           Crown Lift Trucks - Crown Model SCF 6061-2.0 - $39,612.80

2.           Medley - Yale Model ERP050VL - $47,158.50

3.           Capitol Lift Truck - Mitsubishi FBC25N - $34,274 - Eliminated for tires that won’t perform as specified.

Crown Lift Trucks had the lowest and best quote for this equipment in the amount of $39,612.80.  After this determination, cost information for an additional warranty period of 60-months and for a drum attachment was obtained.  The cost for each of these items is $1,440 and $699, respectively.  Therefore, the revised total purchase price is $41,751.80.

 

Funding for this purchase, will be from Service Equipment/Heavy Duty (33955163-45008) and from an appropriation from the Sanitation Fund balance. The Service Equipment/Heavy Duty Reimbursement (33955163-45008) currently has a balance of $36,550 for this purchase.  An additional $6,000 is proposed to be appropriated from the Sanitation Fund balance (33-29000) into Service Equipment/Heavy Duty Reimbursement (3955163-45008).  These combined funds will total $42,550 to sufficiently fund this purchase.  A reimbursement in an amount not-to-exceed $36,500 from the Oklahoma Department of Environmental Quality pursuant to the grant (K-1920-77).

 

RECOMMENDATION:   Staff recommends approval of the purchase of a fork lift and associated items from Crown Lift Trucks in the amount of $41,751.80 and the appropriation of $6,000 from the Sanitation Fund Balance (33-29000) to Service Equipment/Heavy Duty Reimbursement (3955163-45008).
