CONTRACT K-1516-34:  A MEMORANDUM OF UNDERSTANDING BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND OKLAHOMA STATE REGENTS FOR HIGHER EDUCATION/ONENET TO PROVIDE FIBER OPTIC CONNECTIVITY FROM THE CITY OF NORMAN MUNICIPAL COMPLEX LOCATED AT 201 WEST GRAY STREET TO NORMAN PUBLIC SCHOOL PROPERTY LOCATED ON THE NORTHEAST CORNER OF MAIN STREET AND BERRY ROAD.

BACKGROUND:  Oklahoma State Regents for Higher Education/OneNet (“OSRHE/Onenet”) approached the City of Norman about the potential of a joint fiber project.  This joint project would benefit the City of Norman by providing fiber connectivity to eight (8) traffic signals, in the future a redundant link for our City Internet connection that provides access for citizen’s valuable City information, automated bill pay, and connectivity to numerous remote sites, and all public safety or other mobile workers in the field.  The partnership further benefits higher education for Norman through OneNet as a provider of Internet access to the public school system.

 

DISCUSSION:  Contract K-1516-34 is a Memorandum of Understanding (MOU) between the City of Norman, Oklahoma and Oklahoma State Regents for Higher Education/OneNet (“OSRHE/OneNet”).  This memorandum delineates the responsibilities and commitments of both parties for the purpose of the construction of a 144 strand fiber starting at the main campus of the City of Norman, Oklahoma, South on N. Webster Street to Main Street, then West on Main Street to Berry Road.  The cost for the construction and fiber are being paid for by OSRHE/OneNet.  The City of Norman will be provided 132 strands of the 144, 12 strands will be reserved for OneNet use for higher education services.  This fiber will be used to provide fiber infrastructure for higher education within Norman via OneNet.  The City of Norman will provide easement in rights-of-way at no cost and permitting for the project.  The City of Norman will assume utility locating capability, maintenance and any repairs after construction is completed. 

 

RECOMMENDATION:  Staff recommends approval of contract K-1516-34 between the City of Norman and Oklahoma State Regents for Higher Education/OneNet (“OSRHE/OneNet”).
