RESOLUTION NO. R-1213-150: A RESOLUTION OF THE NORMAN UTILITIES AUTHORITY APPROPRIATING $80,000 FROM THE WATER FUND BALANCE TO REPLACE THE MAIN WATER LINE UNDER ASP AVENUE BETWEEN WHITE STREET AND BOYD STREET TO AVOID FUTURE LINE FAILURE AND DISRUPTION TO TRAFFIC AND BUSINESSES.

BACKGROUND: As ductile water lines age, the City often sees an increase in the number of main water line breaks. When a section of an aged main water line breaks, it is often indicative of line failure. The City’s Line Maintenance Division is usually able to handle these types of repairs with its own staff. On May 21, 2013 the City received notice of a broken ductile iron main water line on Asp between White and Boyd Streets in the Campus Corner area.
DISCUSSION: City records indicate that this section of main water line was installed in 1988. Water Line Maintenance repaired the broken portion of this particular line and a considerable amount of the street was damaged from the water line break. Water service was restored to the businesses and area, but a large section of the street will need to be repaired/replaced with a considerable amount of disruption to parking and traffic. Given the location is in a high traffic and high commercial area, Staff believes it is in the City’s best interest to replace the entire main water line between White and Boyd Streets to avoid future line failure, disruption to traffic and businesses. This will involve using Line Maintenance Division employees to replace about 650 feet of 8-inch diameter water line along with 42 service connections and two six-inch fire service connections. Staff has been working closely with the Campus Corner Merchant’s Association to coordinate repair so as to minimize disruption to the Campus Corner businesses. In order to replace the entire line between White and Boyd Streets, $80,000 needs to be appropriated from the Water Fund Balance to the Water Line Maintenance construction account listed below.
RECOMMENDATION: Staff recommends appropriation of $80,000 from Water Fund Balance (account 031-0000-253.00) to Asp Avenue Water Line, White-Boyd, Materials (account 031-9344-462.63-01; project WA0088) for purchase of water line and aggregate materials for replacement.
