BACKGROUND:   On October 13, 2015, Norman citizens passed the Norman Forward Initiative, which will fund various projects through a ½ % sales tax increase over 15 years. Included in the Norman Forward Initiative is a project to make improvements to Andrews Park.  The majority of that project is to build a new skate park.  The old “Blake Baldwin Skate Park” was built in Andrews Park in the early 2000’s.  It was an all-steel street course which was relocated in smaller sections at Colonial Commons, Adkins’ Crossing and Oak Tree South parks.  On July 9, 2019, the Norman Municipal Authority (NMA)/Council awarded a contract (K-1920-21) with American Ramp Company (ARC) as designer and builder for the new Blake Baldwin Skate Park.  Several community input meetings were held to determine the design and configuration of the new all-concrete park currently being constructed in the northeast corner of Andrews Park.  During the input meetings, skaters and parents expressed the desire to add lights around the skate surface in order to allow for extended opportunities to skate.  This would be desirable in both wintertime (when it gets dark early) and in summer (when the temperatures cool off around and after sunset).

 

DISCUSSION:  “BuyBoard” is a procurement source for governmental agencies, a subdivision or lead agency of which is the State of Oklahoma.  All vendors contracted with BuyBoard are those offering the best prices to governmental entities and who meet the criteria required of competitive bidding.  For Parks and Recreation Equipment and Field Lighting Products and installation industry, BuyBoard awarded a Master Project (#196290) and specific contract (#592-19) to Musco Sports Lighting (Musco), whom the City has worked with in the past for several sports field lighting projects, including the lights at the Bob Villani Memorial Basketball Courts in Andrews Park, next to the skate park location.  That contract for best pricing of such projects is valid through September 30, 2020.  The City’s Purchasing Division has reviewed and approved the use of BuyBoard for purchases by the City of Norman, pursuant to the City Code, Section 8-204(b).4.

 

Staff has met with representatives from Musco, and reviewed the existing power supply in the Park at the Villani basketball courts, as well as the recommended light levels for skate parks provided by ARC, and found them to be adequate.  The details of the turn-key lighting design, delivery and installation materials and labor quote attachment include information on the lighting installation process that will take place once the proposed lighting contract is awarded.  We continue to coordinate with ARC and Cabbiness Engineering to make sure all phases of work are completed in a way that will enhance the timing and completion of this project.

 

The current balance for all parts of the NORMAN FORWARD Andrews Park project (Design and Construction) is $266,768. The other paving, shade structure and landscape improvement projects in the areas of the Park not included in the Skate Park project will be managed by Park Planning staff in the coming months. Funding for this contract is available in the Norman Forward Andrews Park Renovation project, Construction (account number 51790050-46101; Project NFB019). 

 

RECOMMENDATION NO 1:  It is recommended that Norman Municipal Authority Trustees approve the attached turn-key skate park Lighting Contract K-2021-48, from Musco Sports Lighting, LLC, for the design and installation of professional light structures at the new Blake Baldwin Skate Park in Andrews Park in the amount of $153,432, for the Parks and Recreation Department.

 

RECOMMENDATION NO. 2: It is recommended that NMA/City Council approve Contact K-2021-48, Performance Bond B-2021-41, Statutory Bond B-2021-42, and Maintenance Bond MB-2021-26.
