RESOLUTION R-1617-17: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, DIRECTING THAT THE CITY MANAGER FURTHER EXPLORE FUNDING OPTIONS FOR A “STAND ALONE” SENIOR CITIZENS CENTER TO BE LOCATED NORTH OF ACRES AND IMMEDIATELY WEST OF THE NEW CENTRAL LIBRARY SITE OR ON THE NORTHEAST CORNER OF ANDREWS PARK.

BACKGROUND:

 

For the past number of months, City Council has been discussing a new location for the Senior Citizens Center. In January of 2016, Council adopted Resolution R-1516-77directing that three locations that had been explored be eliminated from further consideration. Discussions since then have focused primarily on the existing library site (“EL”), the northeast corner of Andrews Park (“AP”), and the area north of Acres and immediately west of the planned Central Library Project (“L4”). Most recently, at the Council Conference on July 26, 2016, after hearing additional information regarding the remaining three site options as well as feedback from senior citizens over the past number of months indicating a preference for a new standalone center, Council asked that Staff prepare a resolution for Council consideration that would formerly direct Staff to focus its efforts on a standalone center at the AP and L4 locations.

 

DISCUSSION:

 

Resolution R-1617-17 formally expresses Council’s desire to focus its efforts on a new free standing facility at either site AP or L4. It also directs the City Manager to collect additional information regarding the desires of the seniors regarding the facility, functionality, and feasibility of including a commercial kitchen in the project. The resolution directs the City Manager to seek the input of the Senior Citizens ad hoc Advisory Group regarding its location preference, whether to pursue additional parking facilities at the L4 site, as well as the appropriateness of including a commercial kitchen in the new Center. After gathering all of this input and additional financial data, the City Manager is required to bring a report back to Council within 90 days. 

 

RECOMMENDATION:

Staff forwards Resolution R-1617-17 for Council consideration.
