CONTRACT K-1415-94: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND DR. BEVERLY FRITZLER, DVM D/B/A ROSE ROCK VETERINARY HOSPITAL & PET RESORT TO PROVIDE VETERINARY SERVICES FOR THE NORMAN ANIMAL WELFARE CENTER.

BACKGROUND: There has been significant input from citizens, area animal welfare organizations, and groups about the need for improved veterinarian services at the Norman Animal Welfare Center. The Norman Animal Welfare Center does not currently have a veterinarian on staff. If an animal in the care of the Norman Animal Welfare Center requires veterinary care, the staff will generally transport the animal to a local veterinarian or ask the veterinarian performing the spay/neuter services to assist in treating the animal.
While reviewing the personnel at other animal welfare centers it was found that only Oklahoma City and Tulsa have full-time veterinarians on staff. Other cities such as Edmond, Moore, Bethany, and Broken Arrow have contracts with a veterinarian in their area to provide for veterinarian services for their animal welfare center.
DISCUSSION: To ensure services for the medical care of animals which are sick or injured upon intake or which become ill while at the center, a Request for Proposal (RFP) was prepared and distributed on November 26, 2014, to over four hundred veterinarians in Norman and surrounding counties seeking responses for veterinarian services for the Norman Animal Welfare Center. The responses were due on December 23, 2014. A total of two responses were received (see attached list).
The RFPs were reviewed by staff and the items considered in the review process included: vendor qualifications, experience, price of services for veterinarian procedures, and location (see attached comparisons).
After reviewing the two RFPs, staff selected the proposal from Dr. Beverly Fritzler, DVM doing business as (dba) Rose Rock Veterinary Hospital & Pet Resort to best serve the interest of the Norman Animal Welfare Center. Rose Rock is located in Norman and has a sizeable staff that can consistently address the medical needs of animals from the Norman Animal Welfare Center whether it is for scheduled care, emergency care or intensive care. The initial term of the contract is through the current fiscal year, with the option to renew the contract for up to four additional one (1) year terms. Funds are available in Veterinary Services (account number 010-6070-441.40-30).
RECOMMENDATION: It is recommended that contract K-1415-94 be approved and awarded to Dr. Beverly Fritzler, DVM dba Rose Rock Veterinary Hospital & Pet Resort for veterinary services for the Norman Animal Welfare Center.
