AUTHORIZATION TO PURCHASE A 100-FOOT AERIAL PLATFORM FIRE TRUCK FROM PIERCE MANUFACTURING THROUGH CONRAD FIRE EQUIPMENT IN THE AMOUNT OF $1,038,943.08 UTILIZING THE HOUSTON GALVESTON AREA CONTRACT (HGAC)

BACKGROUND: The FYE 16 budget includes funds to purchase a replacement fire apparatus from Public Safety Sales Tax proceeds. Unit 34 is a 1998 Pierce Aerial apparatus supporting a 1969 model 85 foot articulating boom. The vehicle has proven to be unreliable and consistently fails yearly aerial apparatus inspections of the 1969 Snorkel boom. This aerial apparatus is the Fire Department’s primary elevated rescue vehicle which provides a safe means for the rescue of citizens from multi story structures and elevated hazards.
DISCUSSION: The 100` aerial platform will satisfy the Insurance Services Office (ISO) need for a service company to maintain the credit we now receive and responds to every structure fire within the City’s water distribution system. This unit provides twenty five feet of additional reach beyond any of our existing apparatus and a platform on the end of the ladder. The platform provides a stable working environment to perform high angle rescues particularly involving those citizens that may be non-ambulatory.
The City of Norman is seeing a significant increase in the growth of multi-story projects, primarily multi-family residential buildings with some increased distances in offsets from the hard services from which aerial apparatus operate. The new 100` aerial platform will provide greater reach and accessibility than any of our current apparatus. Additionally, this will provide a means for supplying two 1000 gallon per minute elevated water steams while our current apparatus only provides one stream.
The City has purchased major fleet vehicles from the Houston Galveston Area Contract (HGAC) in the past to satisfy the Norman Purchasing Code requirements found in Section 8-204. Purchasing from state contracts provides the City with the benefit of a competitive bid process without the time and expense of acquiring separate bids. In this case, the HGAC has a much wider selection of competitively bid items available, including fire apparatus. The low bidder under the HGAC was Conrad Fire Equipment. The City has successfully purchased several apparatus through Conrad Fire Equipment in the past.
In this case we have an opportunity to purchase an apparatus to replace Unit 34 budgeted for FYE 16 from Pierce Manufacturing through Conrad Fire Equipment utilizing the HGAC. Cost of this apparatus is $1,038,943.08. Conrad offers an 80% prepayment discount. The HGAC contract submitted by Pierce Manufacturing Company for $1,038,943.08 includes an 80% prepayment discount of $49,162.46. The contract requires an initial payment of $870,484.43 with the remaining $168,458.65 to be paid after the apparatus has been received and accepted by the City.
Funds for this purchase are available in the FYE 16 Budget in Public Safety Sales Tax, Fire Suppression, Fire Trucks (account 015-6543-422.56-05).
RECOMMENDATION: Staff recommends that City Council authorize the purchase of the fire apparatus from Pierce Manufacturing through Conrad Fire Equipment utilizing the HGAC in the amount of $1,038,943.08.
