CONSIDERATION OF AUTHORIZATION FOR THE PURCHASE OF THE NECESSARY HARDWARE AND SOFTWARE TO PROVIDE THE NETWORK INFRASTRUCTURE AND BACKUP AND DISASTER RECOVERY FOUNDATION TO SUPPORT THE COMPUTER AIDED DISPATCH (CAD), POLICE AND FIRE RECORDS MANAGEMENT SYSTEM (RMS) AND MOBILE DATA SOFTWARE (MDS) SYSTEMS.

BACKGROUND: After extensive review and analysis, on 12 July 2012, New World Systems of Troy, Michigan was selected as the vendor to begin contract negotiations for the Public Safety Computer Aided Dispatch (CAD), Police and Fire Records Management Systems (RMS), and Mobile Data Software (MDS) applications (RFP-1112-17). The RFP review and vendor evaluation processes revealed that the City of Norman's network infrastructure would require hardware upgrades and expansion to meet the requirements of the new CAD, RMS and MDS systems. These identified requirements also included backup and off-site disaster recovery elements beyond the City of Norman's current capabilities.
DESCRIPTION: The City Information Technology (IT) Division staff, in conjunction with external computer consulting engineers, conducted extensive research and review of the vendor's equipment requirements and the City's current enterprise data center. This analysis identified the need for expansion of City's current data storage capacity to serve the new CAD/RMS/MDS systems. The proposed expansions to the City's network infrastructure, if implemented, have been certified by New World Systems as being responsive to their system needs.
The scope of services envisioned in the CAD/RMS RFP also included off-site backup and disaster recovery capabilities to be built in the new system. This capability will provide for continuity in critical dispatch and response services in the event of failures to the main CAD/RMS systems in the Municipal Complex. Providing this capability will also require additional hardware and software to be purchased and integrated with the City's current enterprise data center infrastructure.
The City of Norman Police Department received two Community Oriented Police Services (COPS) Technology Grants, totaling $400,000 (Contract K-1011-78, accepted September 28, 2010; and a second COPS Grant, accepted by Council on December 8, 2009). The City of Norman will risk being required to return these grant funds if they are not expended by the end of the current Federal fiscal year, September 30, 2012. This request is for the purchase of the necessary hardware and software to provide the network infrastructure and backup and disaster recovery foundation for the CAD/RMS/MDS systems, in a timely manner to satisfy the Federal fiscal year deadlines related to the COPS grants. The equipment being proposed for purchase by each location is summarized below (the "primary" location for system infrastructure will be in the Municipal Complex, and future system backup location will be determined as the project is implemented):

RECOMMENDATION: Staff recommends approval of the purchase of the necessary hardware and software to expand the existing enterprise data center infrastructure to support the CAD/RMS/MDS systems. All of the purchases are exempt from competitive bidding requirements, as they are on existing state contracts (City Code, Section 8-204), and in many cases the prices quoted for the City of Norman are actually discounted from state contract prices. The total amount of the purchases is $388,584.44, as detailed below:

Vendor: Chickasaw Telecom, State Contract No. ITSSW1006, in the amount of $200,554.44 to purchase routers and switches
Vendor: SHI Technologies, State Contract No. SW70120, in the amount of $19,200 for Microsoft Licensing
