BACKGROUND:  The 2012 - Moving Ahead for Progress in the 21st Century (MAP-21) federal transportation funding bill allocates approximately $21 Million in Federal funds per year for the implementation of eligible transportation improvements in the Oklahoma City metropolitan area.  Ten percent of this appropriation is used to fund safety projects at 100% of their construction cost.  New traffic signals at intersections with a high number of collisions are eligible for this level of funding.
 
On November 22, 2011, City Council approved Resolution R-1112-65 requesting federal funds for the installation of a new traffic signal at the intersection of Tecumseh Road and 48th Avenue N.W.  The project was submitted to the Association of Central Oklahoma Governments' (ACOG) with a request for inclusion in the Federal Fiscal Year 2013 Element of the regional Transportation Plan (TIP).  This request was approved in April of 2012 by both the Intermodal Technical and Policy Committees of ACOG.
 
The need to signalize the intersection was established earlier in the year when the traffic volumes and the frequency of collisions reached levels that met the pre-established minimum thresholds used for justification of new traffic signals.  City Council approved funding for engineering design in the FYE 2013 Capital Improvements Budget.  Traffic impact fees have also been established for nearby private developments which contribute to the increase in traffic.
 
In order to accelerate the project, City staff negotiated a fee for design services with Garver, LLC as part of Work Order No. 5 of the City's annual on-call engineering services contract and issued a notice to proceed with the agreed upon services on August 25, 2012.  
 
Final plans for the new traffic signal were completed in November of 2012 and have been submitted to ODOT with a request to include the project in their March 21, 2013, bid opening.  Construction is anticipated to begin in the summer of 2013 with completion of the work expected in August of 2013.  The estimated construction cost of $325,000 will be funded with 100% federal funds as a safety improvement project.
 
DESCRIPTION:  ODOT requires the City to execute a project agreement and to adopt it by resolution before letting the project to contract.  The agreement addresses the responsibilities of the City and ODOT during and after the construction of the project.  The execution of three original documents is required.  Both the resolution and agreement have been reviewed by Staff and approved by the City Attorney.
 
RECOMMENDATION:  Staff recommends approval of Contract No. K-1213-136 and Resolution R-1213-86 with ODOT for the Tecumseh Road and 48th Avenue NW Intersection Signalization Project.
