TWO TO CONTRACT K-1112-85:  BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND CENTRAL CONTRACTING SERVICES INCREASING THE CONTRACT AMOUNT BY $350,000 FOR A REVISED CONTRACT AMOUNT OF $1,225,727 TO PROVIDE ADDITIONAL PAVEMENT REPAIRS AND REPLACEMENT IN CASTLEROCK ADDITION TO THE 2012 URBAN CONCRETE PAVEMENT REHABILITATION BOND PROGRAM AND BUDGET TRANSFER FROM THE FYE 2015 URBAN ASPHALT PAVEMENT REHABILITATION PROJECT ACCOUNT.

 

Body

BACKGROUND:  In the Norman General Obligation Bond Election of March 2010, voters approved $19 million in funding over a 5-year period for the purpose of maintenance and improvement of neighborhood streets throughout the city. The 2010 Street Maintenance Bond Program includes the following:

 

Over 200 lane miles of street maintenance

$8,250,000 (43%) for urban asphalt streets

$4,500,000 (24%) for urban concrete streets

$2,250,000 (12%) for rural roads

$4,000,000 (21%) for total reconstruction of urban streets

Reduces inventory of unpaved roads from 15 miles to 10 miles

 

The current status of the 5-year, 2010 Street Maintenance Bond Program is as follows:

 

FYE 2011 Projects:  Complete

FYE 2012 Projects:  Complete

FYE 2013 Projects: 

                     Urban Asphalt Streets:  Complete

                     Urban Concrete Streets: Complete

                     Rural Roads:  85% Complete

                     Total Reconstruction:  Completion by December 2015

FYE 2014 Projects:

                     Urban Asphalt Streets:  Complete

On February 28, 2012, the City Council awarded the FYE 2012 Urban Concrete Street Project to Central Contracting Services, Inc. of Norman, OK in the amount of $790,420.00. The Engineer’s estimate for the project was $875,725.80.  This contract includes a number of neighborhood streets located in Starbrook, Brookhaven, Park Central, Hetherington Heights, and Castlerock Additions.

Change Order No. One in the amount of $85,307 was also approved on February 28th.  Change Order No. One involved additional pavement replacement to the streets located in the Castlerock Addition. This change order utilized all of the available funds that were allocated for the 2012 Urban Concrete Bond account.

 

The street repairs began in September, 2012 and were completed in September, 2014.

DISCUSSION:  Since the scope of the 2012 Urban Concrete Street Project was first established prior to the Bond Election in 2010, additional large areas of concrete pavement have deteriorated significantly within the project area (Castlerock Addition). The repairs to the additional concrete pavement areas have utilized all the available funds originally allocated for the project.  In the intervening time since the project costs were estimated in 2009, additional large areas of concrete pavement deterioration have occurred in the Castlerock Addition.  If approved, the additional funding will be used to perform repairs to Castlerock Road between Tecumseh Road and Brownwood Lane (project BP0336), that deteriorated since the original estimate was prepared. Staff has negotiated the attached Change Order No. Two with Central Contracting Service, Inc., to perform the street repairs needed to Castlerock Road, the neighborhood collector street. Castlerock Road was the detour route for residents in Castlerock and Carrington Additions following the May 6th tornado due to the closure of 36th Avenue N.W. for downed electric lines.  The tornado and subsequent flooding as well as the increased car and truck traffic have accelerated the pavement deterioration. A future project is being planned to perform additional repairs to side streets located in the Castlerock Addition. If Change Order No. Two is approved, a time extension of six months from notice to proceed will be added to the contract with Central Contracting Service, Inc.; however, it is anticipated the street repairs on Castlerock Road will be completed by October, 2015. Change Order No. Two in the amount of $350,000 will increase the contract amount to $1,225,727.

 

There is currently a surplus balance in the 2010 Street Maintenance Bond Program based upon the planned annual allocations, funds spent, current encumbrances and anticipated remaining projects. The current balance in the Urban Asphalt Street Program is $1,077,506, due primarily to a favorable bidding climate throughout the asphalt street rehabilitation program. All of the urban asphalt streets contained in the original Bond Election have been completed. Therefore, staff is recommending a transfer of funds within the Bond Program from the Urban Asphalt Streets category to the Urban Concrete Streets projects in order to address the additional work on this Urban Concrete project.

 

RECOMMENDATION NO. 1:  Staff recommends that Change Order No. Two to Contract K-1112-85 with Central Contracting Service, Inc. in the amount of $350,000 be approved. If approved, the contract amount will increase to a total amount of $1,225,727. 

 

RECOMMENDATION NO. 2:  Staff further recommends approval of a transfer of $350,000 from Urban Asphalt Pavement Rehabilitation FYE 2015, Construction (account 050-9401-431.61-01; project BP0246) to Castlerock Road between Tecumseh Road and Brownwood Lane, Construction (account 050-9393-431.61-01; project BP0336).
