K-1314-131: A UTILITY RELOCATION AGREEMENT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND THE OKLAHOMA DEPARTMENT OF TRANSPORTATION (ODOT) FOR RELOCATION OF SEGMENT B WATER LINE LOCATED AT BRIGGS STREET AND SEGMENT C WATER LINE LOCATED AT BROOKS STREET IN CONNECTION WITH THE I-35 WIDENING PROJECT WITH 100% OF THE COST BEING REIMBURSED BY ODOT AND TERMINATION OF CONTRACT NO. K-1314-65.

 

Body

BACKGROUND:  As part of the widening of Interstate 35 (I-35), three waterline crossings owned by the Norman Utilities Authority (NUA) must be lowered as directed by the Oklahoma Department of Transportation (ODOT). The relocations are illustrated in Attachment A and are required because the existing waterlines (or portions thereof) are within four vertical feet of a proposed roadway improvement. Generally, this clearance is required to ensure that existing utilities do not impact the roadway construction.

 

On October 22, 2013, the NUA funded the I-35 Waterline Relocations project (WA0196) in the amount of $675,000 and approved Relocation Agreements K-1314-64 and K-1314-65. The project construction included:

 

1.  Waterline A, Highway 9 at 24th Avenue SW: relocate approximately 355 feet of 12-inch waterline with 180 feet of 24-inch steel casing;

2.  Waterline B, I-35 at Briggs: relocate approximately 450 feet of 24-inch waterline with 380 feet of 36-inch steel casing;

3.  Waterline C, I-35 at Brooks: relocate approximately 415 feet of 12-inch waterline with 260 feet of 24-inch steel casing.

 

Design drawings were submitted to ODOT but the Briggs crossing design was required to be modified substantially to meet ODOT requirements. The Briggs crossing was required to be deepened by about 10 feet to depths of between 25 to 28 feet on either side of I-35. Excavations at this depth will require additional piping, a more extensive shoring system and a change to HDPE piping to eliminate use of DIP fittings at this depth. As revised, the project includes:

 

1.  Waterline A, Highway 9 at 24th Avenue SW: relocate approximately 365 feet of 12-inch waterline with 200 feet of 24-inch steel casing;

2.  Waterline B, I-35 at Briggs: relocate approximately 575 feet of 24-inch waterline with 430 feet of 36-inch steel casing;

3.  Waterline C, I-35 at Brooks: relocate approximately 430 feet of 12-inch waterline with 275 feet of 24-inch steel casing.

 

DISCUSSION:  With these changes, the estimated cost to design and construct the relocations has increased from $675,000 to $1,015,000. Due to the increased costs, ODOT has requested that the NUA execute and submit revised Utility Relocation Agreements. Each agreement sets forth general requirements for performing the relocations and obtaining 100% reimbursement from ODOT. The agreements also require the construction contractor to comply with newly implemented “Buy American” requirements as detailed in the agreements. Contract K-1314-130 is for Waterline A estimated at $146,650 and Contract K-1314-131 is for Waterlines B and C estimated at $868,186; cost estimates are attached to each agreement.

 

Additional funding will appropriated from the Water Fund at the time bids are received. Existing Relocation Agreements K-1314-64 and K-1314-65 will be terminated.

 

RECOMMENDATION:  Staff recommends that the NUA approve Utility Relocation Agreement K-1314-131 with the Oklahoma Department of Transportation and termination of existing Contract No. K-1314-65.
