BACKGROUND: The Northwest Interceptor (WW0175) construction was completed as a part of the North Interceptor system in February 2011. The project included new large diameter sewer lines beginning near the Cleveland County jail crossing Highway 77, Interstate 35, Ruby Grant Park, and terminating at the former Carrington Lift Station. The project allowed three lift stations to be closed and transported to Lift Station D.

The permanent public sewer line easement is 50 feet in width and generally extends diagonally across the Ruby Grant property for a distance of almost 3,000 feet or approximately 148,400 square feet (see Easement Map). The 50-foot easement width is required by sewer design standards due to depths of up to 18 feet. At that time, the proposed 50-foot wide public sewer easement was not finalized or filed of record.

DISCUSSION: The construction of improvements for Ruby Grant Park causes the 36th Northwest Waterline Payback fee to become due. The payback project and fee was established by Resolution R-9900-35 on August 24, 1999 and the payback costs were finalized under Resolution R-0001-83 on March 27, 2002. The payback fee is based on the frontage along 36th Avenue NW where the waterline was constructed. Based on a frontage of 2,640 feet along 36th Avenue NW for Ruby Grant Park, the inflated payback fee is $45,344 as of June 1, 2020.

Proposed permanent public sewer easement E-1920-24 is now being finalized and is valued at approximately $46,000 based on appraisals completed in 2010. It is proposed that the Parks Department/City of Norman grant the public sewer easement valued at about $46,000 in lieu of the $45,344 payback fee payment for the 36th Northwest Waterline.
